I'm a victim of registration plate theft: how can I appeal against a fine?
1. Immediately lodge a complaint at your local police station, and keep a copy of the complaint which you will be asked to provide for any further procedures, particularly with banks or administrative bodies.
2. Appeal the fine(s) within 45 days of the date on the fixed penalty notice by selecting option (1) 'It's my registration number but it's not my vehicle', providing a copy of the complaint filed, a copy of the new registration certificate and, if applicable, proof of the change of number plate(s).
You can do this either:
By registered letter with acknowledgement of receipt, filling in the "exemption request form" that you received with the notice (or the "appeal form" if it concerns an increased fixed fine), and then sending it to the Public Prosecution Officer whose address is on the notice.
3. If you are the subject of a debt order, contact the public finance department that issued it in order to obtain all necessary information, request a summary statement, and follow the appeal procedures indicated by the public finance department.
4. You can also apply for a new registration plate number and vehicle registration certificate on the website of the French National Agency for Secure Identity Documents.
