I'm a victim of identity theft, how can I appeal against a fine?

1. In the event of a third-party debt order, obtain a statement of your situation from the relevant Directorate General of Public Finances (DGFiP) fines office responsible for the debt order so that you can obtain all the necessary information, request a summary statement, and follow the procedures for appealing the seizure, as indicated by the office.

2. Immediately lodge a complaint at your local police station and keep a copy of the complaint as you will be asked to provide it for further procedures, particularly with banks or administrative bodies.

3. Appeal each fine free of charge online within 45 days of the date shown on the fixed penalty notice. Choose either ‘It was not my vehicle’ or ‘My identity has been stolen’, and enclose a copy of the official complaint.

4. Inform the Public Prosecution Officer of the situation by sending a registered letter with acknowledgement of receipt to the "Officier du Ministère Public", whose details will be provided by the fines department depending where the situation statement originated from. In this letter, you should describe your situation as accurately as possible, provide your contact details, and enclose the following documents:

  • A copy of the police or gendarmerie report;

  • Your situation statement obtained from the relevant public finance department;

  • A copy of your identity document (national identity card, passport, or residence permit).
